FEMA Hazard Mitigation Grant Program Manager

Egis is the program manager for this $4B FEMA HMGP-funded program. Under this contract, the Egis Team is providing program support and technical assistance services for the first phase of Puerto Rico’s HMGP implementation in connection with the aftermath of Hurricanes Irma and Maria and future disasters for which the federal government approves HMGP funds. The team is assisting COR3 in expediting mitigation in recovery operations, assisting sub-applicants from the disasters in maximizing grant opportunities, and training COR3 employees to build international capacity for administering HMGP.

The project included:

Maximizing the amount of HMGP funding for Puerto Rico
Maximizing the ability to retain HMGP funding awarded
Supporting building COR3s capacity for administering HMGP
Program eligibility review, compliance management and reporting
Multi-agency coordination
Stakeholder engagement and community outreach

Home repair, reconstruction and relocation (R3) program management

Egis is performing program management services for 18 municipalities in the northern region of Puerto Rico. Services for this $1.5B HUD-funded program included intake and eligibility reviews, damage assessments, award coordination, application relocation, construction inspection services, and contractor invoicing. The program aims to increase the resiliency of affordable, safe housing by rebuilding or providing permanent repairs for homes damaged by Hurricanes Irma and Maria.

The project includes:

Scheduling and coordination of over 2,000 unique hazardous materials inspections
Broad range review of Tier 1 environmental review of each area using GIS-based environmental criteria
Ensure Tier 2 review checklists and reports are complete
Ensure compliance with 24 CFR Part 58
Identify and estimate quantities for environmental mitigation activities to include in demolition scopes
Verify the demolition contractor has acquired all necessary permits and clearances before issuance of notice-to-proceed for demolition
Award coordination

Tu Hogar Renance STEP program

Egis team members provided program management services on the Tu Hogar Renace Sheltering and Temporary Essential Power (STEP) Program, the largest-ever STEP program for the PRDOH. Intake and eligibility determinations were made for 230,000 applicants and 108,000 applicants approved for temporary repair work. The 108,000 program participants, located across the entire island of Puerto Rico (78 municipalities), received home repairs over 16 months. Program execution reached over 700 homes completed daily, and the total cost is estimated at $1.68B.

The project included:

Liaison between FEMA, Governor’s Authorized Representative, Office of Inspector General, project oversight and all construction managers
Developed and executed a streamlined solution that managed the seven prime construction managers procured by Vivienda
Designed the project’s task order process to track, manage, and report on over 120,000 unique task orders
Designed systems to perform initial and final inspections for all repair work performed by Vivienda’s repair works contractors
Managed over $1 billion of contractor invoices and issued regular production reports to oversight management and the program’s seven general contractors

Egis delivered the program at a record pace, under budget, with a 98% satisfaction rate, and the solutions deployed by Egis allowed the program to reach grant closure with zero findings.
